About Those Tax Cuts And An Appeal From Rob Hogg

Here and below we have a couple of short ( 3 minute and 4 minute) videos with Robert Reich explaining just how the proposed tax cuts will only do just what we would expect Republican tax proposals to do – make the rich richer, the poor still poor and bankrupt the country. Or in short – they will rob us blind.

When deficits spiral out of control even worse that they are now – and a Democrat is president – Republicans will once more find their deficit hawkishness and will once again offer their “stop the deficit” prescriptions. Those prescriptions are to steal from the pots of money we have saved up for our old age called Medicare and Social Security. Along with that they will claim we can’t afford Medicaid. Also they will claim we need to cut any safety net programs including veterans programs.

Iowa State Senator Rob Hogg sent this appeal to contact your senators and representatives this week:

With Republican control of government at both the national and state level, there is a grave danger of so-called “tax reform” that cuts taxes for the wealthiest individuals and corporations, blows an even bigger hole in the national debt, and deprives Iowans of even more vital services.

At the national level, we have just a few weeks to stop the proposed Republican tax cuts. With the national debt already more than $20 trillion – that’s $20,000,000,000,000, or more than $60,000 per American – we simply cannot afford to give up the revenue that would be lost if Republicans cut taxes for wealthy individuals and corporations.

If Congress drives up the national debt, it would result in less economic growth, less money for disaster relief and disaster preparedness, and even less assistance for Iowans for education, health care, and other vital services.

Many Republicans in the U.S. House and U.S. Senate have prided themselves on being “fiscal conservatives.” Now is the time for them to stand up and show they mean it by voting “no” on the reckless tax cut proposal.

Ask our members of Congress to “oppose any tax cut that would add to the national debt.” Here are the numbers to call:

  • Washington, D.C., offices:
    • U.S. Representative Rod Blum, 202-225-2911
    • U.S. Representative Dave Loebsack, 202-225-6576
    • U.S. Representative David Young, 202-225-5476
    • U.S. Representative Steve King, 202-225-4426
    • U.S. Senator Joni Ernst, 202-224-3254
    • U.S. Senator Chuck Grassley, 202-224-3744
  • Iowa offices:
    • Blum, Cedar Rapids, 319-364-2288
    • Loebsack, Iowa City, 319-351-0789
    • Young, Des Moines, 515-282-1909
    • King, Sioux City, 712-224-4692
    • Ernst, Cedar Rapids, 319-365-4504
    • Grassley, Cedar Rapids, 319-363-6832

If you are looking for more detail about the proposed tax cuts, here is an article from the Center on Budget and Policy Priorities: www.cbpp.org/research/federal-tax/republican-leaders-tax-plan-would-deliver-large-tax-cuts-to-the-wealthiest.

As the article discusses, the four key proposed tax cuts that would disproportionately benefit the wealthiest individuals and corporations are:

  1. A new “special” 25 percent tax rate on “pass-through” income.
  2. Eliminating the estate tax on estates over $5.5 million (individual), $11 million (couple).
  3. Reducing the top corporate tax rate from 35 percent to 20 percent.
  4. Reducing the top individual tax rate from 39.6 percent to 35 percent.

In addition to stopping the proposed tax cuts, I also believe Congress should be looking for efficiency improvements and spending cuts, especially in less-essential areas of government, to further reduce the deficit. If you have suggestions, send me an e-mail, and I will prepare a list of ideas to share.

Please call Congress today for fiscal responsibility and to oppose tax cuts that add to the national debt.

 Hogg also added:

Dangers of “Tax Reform” in Iowa

Advocacy is urgently needed at the national level, but we also need it at the state level. On Saturday night, after the Iowa-Minnesota football game, I heard a radio advertisement by the Koch Brothers-funded organization known as “Americans for Prosperity” urging state tax “reform” right here in Iowa.

Under the Reynolds Administration, the Iowa budget is already a mess, with large cuts to public safety, education, health care, and natural resources. Earlier this month, expected revenue for Fiscal Year 2018 was reduced by another $133 million.

We simply cannot afford more tax giveaways to wealthy individuals and corporations. Please speak up with legislators of both parties to make sure that any tax “reform” is fair and does not deprive the state of much-needed revenue.

Finally let’s hear from a billionaire who calls this current scheme just what it is: BS! (3 minutes)

Live Interview with Ari Berman on Wisconsin Voter Suppression in 2016 Election

Iowa native Ari Berman took a trip to Wisconsin to study the impact of Wisconsin’s voter ID law on the 2016 election and had this to report:

“Tens of thousands of people were prevented from voting because of voter ID law in Wisconsin.  One in ten people who didn’t vote in 2016 cited the voter ID law as a reason why.  Up to 23,000 people were prevented from voting in Madison and Milwaukee alone and up to 45,000 statewide because of the voter ID law;  Donald Trump won the state by only 22,700 votes.”

Iowa Lawmakers Propose Public Option

State Lawmakers Propose Healthy Iowans for a Public Option

Des Moines, Iowa – State Senator Matt McCoy, D-Des Moines, and State Representative John Forbes, D-Urbandale, said today they will propose a bill next session to make health care more accessible and affordable for Iowans. Called the Healthy Iowans for a Public Option (HIPO), the new plan would give the 72,000 Iowans on the individual market another health insurance option.

“With thousands of Iowans facing a health care crisis next year, it’s time for the Legislature to work together and make sure that all Iowans have access to affordable health care. Our plan will give the 72,000 Iowans in the individual market another option while repealing the GOP’s disastrous Medicaid privatization,” said Sen. McCoy.

The HIPO plan would first roll back Iowa’s Medicaid privatization and then create a new public health insurance option for Iowans to purchase on the individual marketplace. Iowans who currently receive financial assistance on the marketplace would still be eligible to receive it.

“Iowans expect us to find solutions to the health care crisis we are facing, not just blame each other and bicker. We know the high cost of health care is draining family incomes and threatening the retirement security of too many Iowans. Since the politicians in DC refuse to take action, it’s time for Gov. Reynolds and Republican lawmakers to work with us and make health care both accessible and affordable,” said Rep. Forbes.

After President Trump threatened to reject Governor Reynold’s stop-gap plan that significantly raised premiums on the individual market earlier this year, the Governor withdrew her plan last week. Next year, just one option will be available on Iowa’s health insurance Marketplace.

Constitutionality of Iowa’s “Ag-gag” Law Challenged

“’An especially grievous harm to our democracy occurs when the government uses the power of the criminal laws to target unpopular speech to protect those with power—which is exactly what this law is about. Ag gag clearly is a violation of Iowans’ First Amendment rights to free speech,’ said Rita Bettis, ACLU of Iowa legal director.”

https://www.aclu-ia.org/en/news/aclu-others-challenge-constitutionality-iowas-ag-gag-law

A broad coalition of public interest groups have filed a federal lawsuit challenging the constitutionality of the Iowa’s so-called “ag gag” law.

That Iowa law, passed in 2012, got that nickname because it criminalizes undercover investigative efforts to expose poor conditions for workers, food safety violations, environmental harms, and animal cruelty in agricultural facilities. It threatens up to one year in jail for those individuals, news media, and advocacy groups who use undercover means to document, or even in some cases report on, questionable activities in agricultural animal facilities. In some circumstances, it even criminalizes whistle-blowing by conscientious employees of these facilities.

The lawsuit asks, among other things, the federal court to 1) declare that Iowa’s ag gag law is a violation of the U.S. Constitution 2) to strike it down and 3) to enter an order blocking the state from enforcing it.

Several Public Interests Groups Involved

The lawsuit is being filed by the ACLU of Iowa, along with attorneys from the Animal Legal Defense Fund, the Law Offices of Matthew Strugar, Public Justice, and the Center for Food Safety. They are filing it on behalf of several clients. One of those, Bailing Out Benji, is an Iowa nonprofit organization focused on protecting the welfare of dogs and puppies, and is particularly concerned about puppy mills. Another client, Iowa Citizens for Community Improvement (ICCI), is an organization whose priorities include fighting factory farms to advance worker justice, protecting Iowa’s clean water and environment, and advancing racial justice and immigrants’ rights. Other clients are the national Animal Legal Defense Fund, People for the Ethical Treatment of Animals (PETA), and the National Center for Food Safety.

When the ag gag law (Iowa Code Chapter 717A.3A) was passed, legislative leaders openly recognized that it might be unconstitutional and stated that they would let the courts decide.

What the Ag Gag Law Does

The law makes it a misdemeanor offense, punishable by up to one year in jail, to make a false statement in connection with obtaining a job at such a facility. It also penalizes “obtaining access” to an agricultural production facility by “false pretenses.”

Before the ag gag law passed, laws already existed that criminalized trespass or fraud or other similar crimes. But the ag gag law now criminalizes access to the facilities by false pretenses and publication of the information found by those means, even when there is no harm or injury to the facility investigated.

Now, only speech criticizing the agricultural industry is targeted in this manner, differently from all other subject matters. That sort of targeting of one specific area of speech by the government is a violation of the First Amendment.

The ag gag law is particularly disturbing, too, because of the way that it inhibits the ability of journalists or watchdog organizations to collect and publish important information. The law could penalize a reporter or investigator merely for not stating that they are a reporter or investigator and that they are there to collect information at an ag facility, if they let the assumption go uncorrected that they were there for some other purpose.  That’s because the law makes gaining entry to an agricultural facility under “false pretenses” a criminal offense, and subjects those who conceal a source’s identity subject to “accessory after the fact” liability when the source gained entry by those means.

Many worthy advocacy organizations rely on collecting information, photos, and videos of conditions inside agricultural facilities to accomplish their public interest work. Iowa’s ag gag law has meant that they no longer can investigate or report on specific facilities using undercover means—typically necessary to gain access—even when they receive information from whistleblowers about violations of food safety, workers’ rights problems, environmental harm, or animal cruelty.

Ag Gag is Silencing Public Advocates

“An especially grievous harm to our democracy occurs when the government uses the power of the criminal laws to target unpopular speech to protect those with power—which is exactly what this law is about. Ag gag clearly is a violation of Iowans’ First Amendment rights to free speech,” said Rita Bettis, ACLU of Iowa legal director. “It has effectively silenced advocates and ensured that animal cruelty, unsafe food safety practices, environmental hazards, and inhumane working conditions go unreported for years. Its time has finally come to be stricken from state law.”

Statistics show that Iowa’s ag gag law has succeeded in hindering free speech and stamping out exposés of the industry. In the years leading up to the passage of the law in 2012, there were at least ten undercover investigations of factory farms in Iowa. Since the law’s passage, there have been none.

In Idaho and Utah, similar ag gag laws have been struck down as unconstitutional.

14th Amendment Issues Also Raised

Besides First Amendment concerns, the bill also raises Fourteenth Amendment concerns of equal protection, because ag gag was motivated by legislative animus toward animal rights organizations and singled them out from exercising their free speech rights.

Undercover investigations are one of the few ways for the public to receive critical information about animal agriculture operations. A 2012 consumer survey conducted by Purdue University’s Department of Agricultural Economics and Department of Animal Sciences found that the public relies on the information gathered and presented by animal protection groups and investigative journalists more than they rely on industry groups and the government combined.

The impact of Iowa’s ag gag law in silencing that information goes beyond the plaintiffs in this case and extends throughout the state and country.

Iowa is by far the country’s biggest producer of pigs raised for meat and hens raised for eggs, along with millions of cows, chickens, turkeys, and goats raised in the state. Agricultural production facilities employ tens of thousands of workers, and have a significant environmental impact.

Additionally, puppy mills have flourished in Iowa, typically located on agricultural land, with Iowa unfortunately having been categorized as a haven for problem dog breeders by the U.S. Humane Society.

Iowa’s Big 3 Republicans Flounder As Leaders

Image (1) Grassley-Trump-300x200.jpg for post 33850

Just Another Party Hack

Grassley Obstructing Justice Once More.

Remember back to February of 2016 when Justice Scalia died? Remember that Chuck Grassley’s response to Scalia’s death was an almost immediate announcement that he was going to obstruct the constitutional proscribed process of filling the empty seat by refusing to give any nominee of President Obama’s a hearing?

We now have some different circumstances, but once again since things are not going the way he likes it, Chuck Grassley is once more stepping in to stop the wheels of government.

You may have heard that as head of the Senate Judiciary Committee he and ranking member Sen. Diane Feinstein have decided that they will pursue different goals.

Grassley’s goal appears to be to “lock her up!” as in lock up Hillary Clinton. As a citizen you may wonder what that has to do with investigating Russian interference in our elections. Grassley is in the process, like so many other Republicans, of twisting facts into some alternate facts that will have Clinton in the middle of some nefarious plot. Feinstein on the other hand is seeking the truth.

In short, Grassley is using his power as a committee chair to derail the real investigation. Once more Grassley comes to rescue of his party in detriment to his state, his country and his constitution.

Add this to the list of items that Grassley has stacked up since last year’s incredible defiance of the constitution. This year he has also voted twice to end the Affordable Care Act. Just this week Grassley has voted to drastically cut Medicare and Medicaid and also to end class action suits against financial institutions.

Republicans have destabilized the ACA to the point where most insurers want to run from it. Thank you, Chuck.

The latter – the ending of class action lawsuits against financial companies – effectively ends any real action consumers can take against financial companies and gives them a fairly free hand in screwing over their customers. Coming on the heals of the Equifax breach of security you can understand how much these companies wanted this bill. They will no doubt show their appreciation in the form of bribes – I mean campaign contributions.

Reynolds Doesn’t Seem To Have A Clue.

Kim-Reynolds-shrug

It seems like the only thing that Kim Reynolds learned from Branstad was that whatever you screw up, blame it on the Democrats. So there she was Monday morning announcing yet another failure in her administration – the inability to get a stopgap measure for the operation of the ACA in Iowa – and then turning the blame on Barack Obama. One of the more pitiful sights ever.

For one thing Reynolds should have understood long ago that the current administration is hell bent on destroying the ACA. I am not sure what could have been done in the face of that, but acting as if the administration would give them a special dispensation was a real long shot. Then to turn around and blame it on Obama was such a pathetic play.

Add this one to her record in her short term as governor. So far:

– she has accepted private air flights from donors – legal, yes but is it ethical.

– She had the opportunity to fix the Medicaid mess on assuming power but instead made it much worse.

– She has a burgeoning financial crisis in the state. She neatly avoided a special legislative session when revenues mysteriously came in way above expected in September.

In short Reynolds seems to be way in over her head and floundering daily. Meanwhile Iowans are dying as their care is cut back and thousands of Iowans will be losing their health coverage within a couple of months. Nice job, governor.

Joni Ernst – Doing What She Is Told?

joni-ernst-the-perfect-Koch-investment

At least that is the impression one gets. In emails and phone messages we get little but Republican talking points as she votes the straight Republican line with seemingly little thought behind them. Cutting access to health care for thousands of Iowans and millions of Americans? Sure – and then I just say it was a promise. Got to keep those promises no matter who it kills.

The most recent lack of a performance, that is her failure (at least as far as I have heard) to say anything about Trump’s horrendous treatment of the family of fallen soldier La David Johnson. Being a soldier herself, one would have expected Senator Ernst to be irate at these continuing insults. Yet, nothing.

Add that to her votes – like Grassley – to crush Medicare and Medicaid and to give financial companies a pass when they screw over consumers – and you get a picture of a person essentially filling a seat and taking instructions from above.

You don’t have to imagine that life on earth is at a critical juncture. We are at a time when decisions that we make will have a huge effect on the ability of life to continue to exist as we have known it. Progress Iowa: Iowa Workers Overwhelmingly Recertify!

Iowa Workers Overwhelmingly Support Unions In Recertification Vote

Des Moines — Progress Iowa Executive Director Matt Sinovic issued the following statement today after Iowa’s public workers voted to recertify unions across the state by an overwhelming and vast majority:

“Iowa’s working families sent a clear message to Governor Reynolds and the Republican-controlled legislature today: we are not letting you take our unions away from us.”

“Iowans owe a thank you to every labor union who organized and turned out workers to vote in these elections, because when unions are strong, Iowa is much stronger.”

“After taking control of state government for the first time in nearly twenty years, Republicans went on the attack against workers and their ability to organize this year. One of the most extreme attacks forced recertification elections, including a provision that counted any absent vote as a ‘no’ vote. Even with those odds stacked against them, labor unions across Iowa fought back to protect their voice in the workplace, and today have won a resounding victory for working families.”

“At a time when too many families across our state are already struggling to make ends meet, it is more important than ever that workers have the ability to voice their concerns and maintain their union. Thankfully the vast majority of workers saw through the attacks on public workers made by Governor Reynolds and the Republican legislature, which only make it harder for nurses, teachers, correctional officers, firefighters, snow plow drivers, and other public employees to come together to advocate for their on the job needs and negotiate to protect their livelihood.”

“We expect that Republicans will continue their attacks against working families during the next legislative session. But hopefully today’s recertification results give them pause — it was made clear today that workers are prepared to stand together and fight back for their rights.”

Progress Iowa is a multi-issue progressive advocacy organization with a network of nearly 70,000 progressives. Year-round, Progress Iowa advocates for a stronger middle class, first-class public education, and fairness for all Iowans under the law.

Comment:

Blogforiowa wishes to join the folks at ProgressIowa in extending our support and congratulations for their show of strength in this ridiculous gauntlet the legislature threw in their path. As noted above, this is only the first attempt by Republicans to crush public unions. They will most likely put up more barriers this session. As I recall this voting will be an annual event as Republicans work on wearing down your resolve.

Stay strong! Without unions there is little counterbalance to the power of money and business in the halls of government. Money and business have pretty well smashed all their other opposition in the past 4 decades. Public unions are about the only opposition left. The press has been fairly well subsumed and the exchange of ideas on the internet is an immediate target.

Unions must stay strong.

Iowa’s Republicans In Congress Vote To Cut Medicare & Medicaid

Blum

Rod Blum: Voted For A Budget Resolution Geared To Cut Money For Healthcare

Iowa’s Republican members of congress have once again leveled a boot into the ass of elderly, poor and disabled Iowans. Thursday the US House held a vote on the 2018 budget resolution. A major feature of that budget is the huge cuts in  Medicaid and Medicare. Over the next ten years Republicans plan on cutting Medicaid by as much as $1.3 Trillion dollars and Medicare by nearly $500 billion over the next10 years.

From vox.com:

The agenda the resolution outlines is radical. The federal welfare state would be rolled back in just about every dimension, with health care programs particularly affected. All non-Medicare health programs would see a cut of $1.3 trillion, or nearly 30 percent, by 2027, according to the Center on Budget and Policy Priorities.

Medicare would be cut too, to the tune of $473 billion. There is $1 trillion over 10 years in mystery cuts to mandatory programs, cuts that would in practice almost certainly hurt programs for the poor.

Iowa has an abundance of folks, particularly the elderly, who get services from Medicaid and Medicare. We have witnessed what the cutback in Medicaid has done to the poor and the very disabled in Iowa thanks to the Reynolds /Branstad privatization of Medcaid in this state. That program shifted millions of dollars from patient care to management fees that went into private hands. thus money that was once used to treat actual health problems were simply going to management companies.

Due to that shift, disabled Iowans have seen drastic cuts in their care. Rick Smith over at iowastartingline.com did a recent report on the situation. In it he noted:

Disability Rights Iowa filed the lawsuit against Reynolds and the director of DHS. The group is asking a federal judge to force the state to “halt discriminatory cuts in services to 15,000 Iowans with serious disabilities.”

“They are violating very basic human rights, but also very basic Medicaid law, rules and regulations. They’re just totally disregarding them,” said Roxanne Conlin, a civil-rights lawyer who helped in preparing the lawsuit. “It’s kind of amazing to see how callous they are toward Iowa’s most vulnerable people.”

One of the results of that lawsuit is an admission by Jerry Foxhoven, the newly appointed DHS Director, that privatization isn’t working. In September Foxhoven suggested the possibility that some disabled recipients should be exempted from MCO care. That was finally an honest acknowledgment that these disabled Iowans weren’t getting adequate care under the privatization plan. That was revealed following secret negotiations with the for-profit management companies. These companies are demanding more money claiming they can’t fulfill their contract obligations without additional payment.

With that as background, the vote in the House Thursday sends out ominous signals. We already have ample proof on a small scale that cuts in Medicaid kill. The scale the extreme right wing Republicans are proposing are vast and deadly. Much as their proposals to kill the ACA would move many out of any health care system, so too will the cuts to Medicaid.

As will the cuts to Medicare. At the time in life when health care becomes most expensive and more and more frequent, the extremists propose cutting Medicare. They have not officially proposed how a downsized Medicare would work, but it doesn’t take a lot of imagination to figure that cutbacks in Medicare would push the costs down to Medicare patients who can ill afford to pay additional costs, co-pays or deductibles.

In short, cutting the health programs that America’s most vulnerable citizens are dependent on is cruel, short-sighted and frankly stupid. Iowa’s member of congress that fit those descriptors in voting for the resolution are House members Steve King, Rod Blum and David Young. In the senate both of Iowa’s senators Joni Ernst and Chuck Grassley voted for these cuts.

While such cuts may show on the federal balance sheets as a savings, the cost for healthcare will go up dramatically for everyone as more and more people can no longer afford regular maintenance due to the cutbacks. As has happened before they will be using the most expensive part of the healthcare system, the emergency room instead. The costs for this will be paid in higher fees and insurance premiums. There will also be a ripple effect throughout the whole economy as hospitals and clinics cut staff. So the while the federal budget may look better, the overall cost will be most likely higher.

There is one bright spot in the Iowa delegation on this whole debacle. That is second district Representative Dave Loebsack. Thanks once more to Representative Loebsack for being a voice of common sense.

Having a healthcare system that discriminates against various segments of society while privileging other segments on its face feels so anti-democratic that it should be tossed out lock, stock and barrel. We have a system that is divided along socio-economic lines. Politicians, especially Republicans, having been using those divisions to play off one segment against another for decades. They have been using those divisions to favor one segment while punishing another segment.

Maybe this resolution will shock the country into realizing that someday soon they too may be on the outside looking in and may someday be in danger of dying from some simple injury or disease in the wealthiest country ever.
