Rob Hogg: Iowa Water Quality A “Serious Challenge”

https://www.desmoinesregister.com/story/opinion/columnists/iowa-view/2018/01/01/iowa-needs-real-action-water-solutions-not-gop-facade/

Iowa needs real action for water solutions, not GOP facade
Rob Hogg, Iowa View contributor

These are not normal times, with real concerns about interference in our elections by a hostile foreign power, powerful voices seeking to legitimize sexist, racist and other discriminatory actions at a level not seen in decades, and what at least feels like wholesale attacks on working families and the middle class.

Yet, other serious challenges persist. Such as the growing impairment of our waters and the growing risk of drought and flood fueled by a heating planet.

More than 50% of Iowa’s waterways that have been tested have been found to be impaired, more than 750 impaired waterways. Iowa is the second-leading contributor to the dead zone in the Gulf of Mexico. Communities across this state struggle to provide safe drinking water to our citizens.

Iowa has experienced flood after flood, not just in cities, but in small communities across our state: Colfax and Cherokee (2010), Hamburg (2011), Greene, Clarksville, and Shell Rock (2016), and Fairbank, Sumner and Fredericksburg (2017). At the same time, drought engulfed much of our state in 2012, and then again in 2017, and now threatens again in 2018.

These are generational challenges requiring bold vision, broad cooperation and significant public and private investment.

In the face of these challenges, the current Republican majority in the Iowa Legislature seems at best impotent, at worst a substantial contributor to their existence.

After cutting millions from many water programs, their current water proposal (Senate File 512) calls for spending up to $27 million a year for unspecified water projects beginning in 2021, with the funding coming from sources currently used for schools, local governments and building infrastructure.

This proposed spending would all be subject to the budgeting whims of a future legislature; it is another Republican “bait and switch” in the making.

Senate File 512 sets no goals. It establishes no watershed management governance. It does not target high-priority watersheds with the state’s investments in water.

The bill does call for annual reporting, but only of the expenditures made, not the results obtained. It calls for a “program review committee” that would not meet until Sept. 1, 2027, and then only every 10 years.

This is a facade. There is a better way.

Iowans should embrace water and other solutions that will help us build a safe, healthy, prosperous and sustainable future for all.

In rural Iowa, we already have solutions that are creating jobs, growing businesses and expanding farm opportunities: wetland and pond restorations, detention basins, vegetated buffer strips, grass waterways, stream bank protection projects, conservation tillage, bioreactors, cover crops and soil health improvements. These projects require workers and equipment.

The same is true in urban areas, with landscape architects and contractors hard at work installing rain gardens and bioswales, wetlands, detention basins, cisterns, rain barrels, other storm water improvements and erosion control practices for development projects.

We can help fund many more of these water solutions with new dedicated revenue sources, such as the Natural Resources Outdoor Recreation Trust Fund and fees on products and activities that endanger our water, and create thousands of good jobs and a more attractive quality of life in the process.

In addition to providing dedicated revenue sources, water legislation should:

  • Set short- and long-term goals for reducing water pollution and improving flood and drought preparedness.
  • Create a new “Iowa Water Commission” to pull together all federal, state and local agencies working on water issues, including the Leopold Center for Sustainable Agriculture at Iowa State University, which had its funding stripped.
  • Direct the Iowa Water Commission to prepare actionable five-year plans with new dedicated funding (like the Iowa Transportation Commission does).
  • Provide more financial support for flood and drought preparedness infrastructure and practices in cities both large and small.
  • Re-establish and improve measuring and monitoring programs and provide timely reports to the public that focus on results, telling us our return on investment.
  • Strengthen the role of cooperative watershed management authorities to act on water quality and water quantity challenges.
  • Update the master matrix and improve manure management plans and compliance to better protect our watersheds.
  • Ensure “conservation compliance” standards for those receiving public funds through soil and water quality programs.
  • Expand ongoing research into better management practices for urban and rural landowners.

Finally, the Legislature – and the new Iowa Water Commission – should call on all Iowans, in cities and suburbs, on the farm, and in rural communities, to participate in protecting our waters.

There is no shortage of citizen-led practices that work, whether it is rainwater harvesting, community cleanups to prevent litter and debris from entering storm water, good-neighbor policies that avoid or reduce lawn chemicals, rain garden projects, or planting prairie and forest buffers.

Together, Iowans can clean up our water and safeguard our communities from the growing risks of drought and flood. But it will take more than a facade to get it done.

New Year’s Resolution? Check Your Voter Registration!

Image (1) I-think-I-voted.jpg for post 12932

A year from now you would never forgive yourself if you were somehow prevented from voting out those who are making a mockery of government by the people.

So resolve to yourself that you will check with your county auditor to make sure that you are registered properly. Also make sure that you have whatever ID is required. Also be sure you understand how you will need to sign whatever form needs to be signed at the polls. Will it need to exactly match the signature on, say, your driver’s license?

You may laugh but I was nearly denied the vote in our city elections this fall. Since it was not mandatory to show an ID this election I chose not to. Three of the four election workers were neighbors and have been for a long time. The other worker knew me, but we seldom interacted. She was the one who had me sign the form.

When I asked how I should sign it she responded “as you would normally sign anything.” So I signed with my casual name (Dave). She looked at my signature and said I was not the person listed on the voting roll. That was listed in my full name. She was not going to let me vote. We had an intercession and I was allowed to vote THIS YEAR, but was told that would not happen next year.

Let that serve as a warning. Remember that Republicans win when the vote is suppressed. That is why they have made voter suppression on of their top priorities in every state in the nation.

Heck why not make it part of your resolution to make sure that all members of your family check their registration also. It always helps to do the buddy system!

Sunday Funday: Ring Out The Old Year Fast Edition

Image (1) Santa_Claus-and-snowman.png for post 32346

What a year! The faster it becomes history the better. Our country has made mistakes in the past, but electing Dear Leader has to be one of the worst.

Not to blow my own horn, but to offer it as a reminder. The old quizmaster completed 50 years of blood donation this month. If they had to keep sticking me for all that time, then they must really need blood.

If you can, donating blood is one good way to offer back to the community. There is always a need AND it is non-partisan.

We can’t even get a rest for the holidays can we?

1) “Back to work” said what leader and then he promptly went golfing and golfing and golfing?

2) Who stepped down as CEO of the pizza company that bears his name due to controversy over the NFL kneeling protests?

3) Bruce McCandless died last Saturday at age 80. McCandless was the first to achieve what incredible feat? (Hint: he was an astronaut)

4) Forty-nine years ago, what space mission circled the moon on Christmas Eve?

5) Treasury Secretary Steve Mnuchin received a gift wrapped package of what at his Bel-Air, California home on Christmas Eve?

6) What Central American nation joined the US and announced they would move their Israeli embassy to Jerusalem?

7) Ambassador Nikki Haley said she would take names of those countries that did not vote with the US on the Jerusalem embassy question at the UN. How many names will she be taking?

8) Hundreds of thousands of what were killed in Sioux City in what appears to be a senseless act of vandalism?

9) Despite attempts to stop the process by his opponent, who was certified as the winner in the Alabama senatorial election Thursday?

10) Among 2017 deaths was Norma McCorvey. McCorvey’s place in history is not in her name but as what pseudonym used in one of the most famous SCOTUS cases ever?

11) Who won the name drawing to end the tie in a statehouse race race in Virginia scheduled for last Wednesday?

12) The most admired man in America was not the president. Who was most admired this year?

13) Bitcoin and other currencies like it are known by what word in the trading world?

14) “Dotard” is a word uttered by what world leader in reference to what other world leader last year?

15) In Troy, New York four members of a family were slaughtered over Christmas. What about the family may have been a reason why this happened?

The Steve King / Kim Reynolds Incident

he said what steve kingSorry I am late to the game  on this. The season has been incredibly busy:

Like many of you and thousands and thousands of our fellow Iowans we were absolutely astounded not only by the Steve King tweet stating that “diversity is not our strength” but also Governor Kim Reynolds’ decision to keep King on her campaign committee.

Talk about tone deaf to the voters. Keeping King on her re-election committee tells us a lot about what Kim Reynolds thinks of the majority of Iowans. The implication is that she feels that she can still get elected keeping a racist like King on her team. She apparently thinks that will play well among Iowa voters.

Let us hope Iowa voters prove her totally wrong. Iowans have a reputation as people who judge others based on their abilities, not their skin color or country of origin. Voting for Reynolds would do a great deal of damage to Iowa’s image. The part of the state that claims King as their representative has already acquired a sullied reputation.

What was also disconcerting was the lack of loud condemnation from the Republican leadership in this state. Maybe I missed it and I apologize if I did, but I have not heard any loud condemnation from other highly placed Republicans for Reynolds keeping King on her re-election committee.

One can only speculate that the fear of reaction from their base is much more important than doing the right thing. It is indeed sad if that is the case.

Astonishing Number: US Spends $250 Million Per Day On War

quote-every-gun-that-is-made-every-warship-launched-every-rocket-fired-signifies-in-the-final-sense-a-dwight-d-eisenhower-282703

That astonishing number is according to International Business Times, what the GWOT – Great War on Terror – has cost the US – some $1.46 Trillion total – since the day planes were flown into the World Trade Center and other targets on Sept. 11, 2001. This is only the direct costs of war. This does not include any continuing cost caused by the war such as disability costs for injured soldiers.

“The Department of Defense periodically releases a “cost of war” report. The newly released version, obtained by the Federation of American Scientists Secrecy News blog, covers the time from the September 11th terrorist attacks through mid-2017.

The Afghanistan War from 2001 to 2014 and Iraq War from 2003 to 2011 account for the bulk of expenses: more than $1.3 trillion. The continuing presence in Afghanistan and aerial anti-ISIS operations in Iraq and Syria since 2014 have cost a combined $120 billion.

The report’s costs include only direct war-related expenses such as operating and maintaining bases, procuring equipment, and paying for and feeding troops. It most notably does not include the expense of veteran’s benefits for troops who serve in these wars or the intelligence community’s expenses related to Global War on Terror.

A 2011 paper from Harvard Kennedy School professor Linda Bilmes estimated the cost of veterans’ benefits as $600 billion to $1 trillion over the next 40 years. That number was based on 482,364 veterans who were receiving compensation for disability connected to service as of February 2011. Since then, the number of veterans receiving compensation for service-related disability has increased drastically.”

One and a half trillion dollars is a number that is so huge it seems unreal. It is simply hard to visualize what that number of dollars means. However, when it is broken down to a number that people can understand we can visualize what that kind of money means. $250 million per day is a number many of us can understand.

As noted above, Former World War 2 Supreme Commander and then President, Dwight D. Eisenhower, understood exactly what those costs of wars meant:

hqdefault

As if that wasn’t bad enough, Republicans in congress just passed a tax bill that will hand off to rich people an eerily similar amount of money – $1.5 Trillion over 10 years (about $410 million/day by my calculations) – in the form of tax cuts. Once again these tax cuts will be schools that are not built and highways that are not fixed. These tax cuts will also be used to justify cuts to Social Security, Medicare, Medicaid, Education itself plus pretty much any form social safety net program.

The wars show no signs of ending. The current Vice President stated during an unannounced trip to Afghanistan that the US was “here to see this through.”  What exactly Pence means by “this” wasn’t totally clear. The assumption would be that Pence was continuing the country’s involvement in the never ending war in the Middle East. From the beginning there have been moving goalposts and little accomplished, yet we continue to throw money and lives down the hole.

$250 million a day for at least one never ending war; more than that daily for tax cut legislation the Republicans just passed for their donors.

This is our money, folks. Where is the outrage at how they are spending it?

Sean Hannity “People Like Us May End Up In Jail”

“Every night, Sean Hannity tells millions of viewers that Mueller’s probe is a corrupt plot to take down Trump and reverse the outcome of the election. Trump is a big fan of Hannity’s show, and the two men speak on a regular basis.

“The anti-Mueller rhetoric in conservative media right now is part of a feedback loop,” Nicole Hemmer, the author of a book about conservative media, “Messengers of the Right,” told CNNMoney.
